Yeah. It was the most wicked quest for me. Not doable without help. From the contraption location go east - you will be above a pool. You do not have to enter the pool. Drop stones into it. Drop stones into the pool at specific warrior locations till you notice in the pool corresponding chimera loc...

On a second thought:
sum of quests X
Current cap Y (Y>X)
If we make cap = max(X/2, Y/2) then noone will suffer brute degradation.
And it will stay Y/2 until wizard will add enough quests (X>Y)
