Karkadelt seems like a nice and reasonable guy. Maye having a board in his shop would reduce his possibilities for profit, but he seems like the type who is in it for the good of mankind and not for money. If he's inactive, then why not demand a new, active, guildmaster? With some luck you might get someone who both listens to you and agrees - problem solved.
