The forest itself has purpose. There are some herbs at the bottom and the sea houses the quest animals you need to find for the gates to Thalasea.

Lorewise Kender can't steal right? So what is the point of having a thief guild that can't steal and has to give everything back? I say cut the OCC kenders stealing stuff half and then make them a rogue-like fighting guild with lots of acrobatics and sneaky moves. I know it's too late for that thou...

To be honest. A hard cap on size is a bad idea. It would quite simply chase away WAY too many old players as they would have nothing to gain anymore.
