I'm sure something can be made harder. Maybe (just maybe) making the drop rate of the required item change from 100% (years ago) to lower and then lower again was done without taking it's need (on the dude, so not from a third party) for the quest into consideration? Maybe ... or maybe you are evil...

Another option is people below legend can self-nominate to be known across the land... although rather than it being automatically known by all people would need to go and research the lore of an individual at the Sparkle library?

I actually think the new who system doesn't go far enough. Logically, as a player progresses in fame/infamy, their titles should become more obvious. An unknown legend? That makes no sense.
