As I understand three people died. One had no armours on, and would likely have died in the old system as well. The other two were, as I understand it, AFK... so they were also doomed either way... If the above is true (please correct me if I am wrong), then the new system had nothing at all to do ...

Maybe make a command for directly selling all stuff in the backpack that are not keep protected.
That way you'd never need to put it down or take it off, and the money might end on the floor for the
excess weight but so be it.

So something like: sell green armours from first backpack

It doesn't have to be enforced in a big way - just a log entry to admins and a warning echoed to player 'You start to feel restless standing in the same room for so long' The actual enforcing is not the issue - soft warnings like that and a rule that prevents it should make all law abiding citizens ...
