Yes. Why complicate things unnecessarily with an amulet? Just open the size-restricted quests. The drawback to doing them late would be you look and feel silly. No harm to anyone.

I too like Kas's idea. The instanced room could have a sign preparing the newbie for what sorts of things she might find just downstairs, in terms of interactablilty (a bar to belly up to, can't go back upstairs without renting a room, or whatever) and the kinds of chatting that are likely going on....
