You should be able to add to the collection without approval. Zestana was probably the last one to do anything there and its been at least 2-3 years now.

That quest has been bugged for a while....

In ordre to get it to start anytime other than right after Armageddon you have to kill off the entire caravan. Then go to the questmaster and ask them for the task. Only then will it spawn and be given to you.
