A thumbs-up for Notepad++ here as well.
I used to use UltraEdit32, but switched to Notepad++ after I migrated to a new OS, and am quite pleased with how it works out. Plus it's free!

The game has no need to be balanced in PVE. Who cares what another player can do that way? I certainly don't care what a player can do against another NPC. Why should you? Should that not be obvious?
