shell accounts are not free (if you're not a student usually) anymore = paying for Genesis ... :shock:

Not like its totally free, of course depends on what you want to do but most would like outgoing access :)

You know, you could just simply host your own server. I've installed FreeBSD on a crap old computer that I no longer use. Since all you are going to do is telnet, you don't need any extra powerful machine or something. For a while I was using 512Mb ram, Pentium III processor with a NIC card. If you have a old machine lying around, it's free.
