Not like its totally free, of course depends on what you want to do but most would like outgoing access

You know, you could just simply host your own server. I've installed FreeBSD on a crap old computer that I no longer use. Since all you are going to do is telnet, you don't need any extra powerful machine or something. For a while I was using 512Mb ram, Pentium III processor with a NIC card. If you have a old machine lying around, it's free.
