It seems that her initial quest is given out once per arma and further quests she would give seem to be in line after the first thus making her entire questline 1/arma. Is this how it works or am I missing something? However I ask, task/quest/help she keeps telling she has already been helped. If it's indeed like that won't we need a "quest respawn" thing on her?

I actually think there are quite a few Sybarus quests that have similar issues.
Whether it be 1 person per arma... if one person starts it, it doesn't let another, items that are only available once per arma..
They should probably be looked at as a whole.

Just off the top of my head, these are some that also need to be looked at for their "once per reboot stigma"

Also that guy between Dabaay and the Minstrel guild in the mansion. That boat gets stuck out on the lake.
