Terel garden warning

There is a gardener in that place, Joe, that allows you, on a fee, to gether some stuff from the garden. At least one is required for the quest that HE gives which is silly but whatever. If you try to gather something without paying, you get punished with getting a warning (item in inventory) and if you try a second (or 3rd maybe) time you get chained with iron balls which you can pay Joe to remove. Anyway, I have this warning with me for about 1 year now. Can't drop it, haven't lost it between Armas (obviously) and during a long slumber of mine. Any ideas how to get rid of it?
