Suggestion of additional rules to Player Killing

I would like to suggest some additional lines to the Player Killing rule.

From time to time, old players have got bored of Genesis and decided to
go on killing sprees on random players of Genesis.

Instead of taking a break with their characters they kill 5,10,20 innocent
mortals without any reason.

These actions will spread like waves on water and lower the average playerbase
activity.

The "reason" is quite often "I wanna depopulate the game/guild" :P And agreed, there should be a rule against this especially considering how insane the size differences are.

Player Killing and Griefing:
  Player killing is allowed in Genesis as long as it does not become abusive. 
  Abusive player-killing is primarily defined as without being provoked
  killing very small players that cannot defend themselves, or targeting a 
  specific player for repeat killings without provocation. Recognize that 
  other scenarios may arise where player-killing becomes abusive. Malicious or 
  excessive griefing behaviors such as message-spamming and intentional quest
  disruption are also strongly discouraged.
According to the above, pkilling is allowed. So, if this uber myth decides to kill a few random champions/legends, then I think that he's allowed to (and he doesn't need a reason too!). Ofcourse it would suck for those who get pkilled, but hey... you never know when you're gonna get hit by a bus... or an ogre for that matter ;-)

THe issue is actually when they go on a rampage to destroy everyone, not just a bunch of champs and legends :P Last time someone did this everyone died, no matter level, wich is kinda stupid

How about removing the loss of experience in PvP death and replace it with a loss of a skill or skills?

THis would be when Morr and Fluffy went on a rampage :P Its been... what? 1? 2? Years now since? Due to their size, not many could really do either jack or shit about it.

For instances as such I believe a regulation would be needed

But they killed people in wars, which is not the same as random kills.

The solution would be simple (IMHO :p ):
The rules don't apply in Angmar, Minas Morgul and Mordor. Maybe even not in Umbar.

Rest of the world: no killing (newbies).
