Great - would work indeed great for a certain dude with plenty alts, when all non-alts in a guild were "rotated out" for some time and his alts would rule guilds right and left ...

Maybe easier, instead of finding ways for leaders to be removed/replaced, is just to say you can only be leader of one guild at a time. With any of your seconds. Might not help some guilds with inactive leaders, but if a player is inactive, they are hardly a fit leader for one guild, let alone several.
