Change to Block

In an effort to make block a little more interesting for
teams, I've removed the restriction for the leader of the
team to be blocked by the team. That means that the
leader can now leave despite being blocked by his own
team. There is a natural impact of this on the rest of
the team, but I'll leave that for you to discover.
