Totally.
The issue is, rather, the rate at which they drop. Days went without so much as a faint water spells.

Were you just repeatedly grinding the same areas over and over? If so, that is not the way to find imbuements.

Yes, you should be committing pan-genocide if you want to find good imbuements. It's really the
only way to live.
