Command timers

Can someone please clearly give instructions and explanation on how to do simple command timers with the official client, assuming the reader knows practically nothing about coding?
Perhaps eating an herb after 61 seconds would be the best example.
It'd be great if this would eventually be included in the program without the need for coding by the players!
