taskbar blinking/lights up when a ship arrives

Basically would be a setting that makes the taskbar blink or light up whenever you are in a port and a ship arrives. It would help people like me who like to check other stuff while waiting for the ships. It should also react when you are on board and the ship reaches its destination.
Is it possible?

Is it possible?
I use a trigger when a very slow ship arrives (like the one to Ansalon).
The trigger auto board me when the ship arrives.
I only do that on slow ships. The one to Gray Haven is my favourite ship and needs no trigger.
