Today we had a lot of spam on newbie chatline that caused a lot of distraction and even lag.
We need some kind of spam filter on global chat.
- delay for subsequent commands
- no repeating commands
etc.

Not a bad idea. What we do have is a blacklist that bans any names on it from <ntell> use. All these have been added to it.
