As far as I recall SoH is not evil restricted, it's less efficient if wielded by good. Peace-maker I'm not sure about, it's the weapon from Alexander in gont, so I'd say neutral. Another good aligned restricted weapons, from the top of my heads: holy sceptre and Kitiara's sword.

midnight, not peace-maker :-)
SoH is evil restricted, hurts like a bitch if you're good.
Kitiaras sabre isnt align based, atleast its silly bordering on stupid if it is.

A slender mithril-tipped pike can be found on an evil npc and it is for good aligned only. Evils can not even wield it.

Forgot that one. (not on, lying in a room behind). So we have
SoH-Hoopak. Midnight-Holy Sceptre. Slender Mithril tipped pike - Black heavy mace. Obsidian tipped spear-Wooded tipped spear(Different ones from dark elf master) Obsidian longsword-Holy sword
Kitiaras sabre is unclear, anyone can confirm deny?
Either way, not terribly skewed in my eyes.

They also have the advantage in guilds, I did a count (not including guilds twice that have a layman more powerful than the occ version and including guilds set to release like CoC and WoHS). Totals are Good=11, Neutral= 28, and Evil=16. Let me know if I miss counted and/or placed guilds in the wrong spot. If they took up more than one spot, they were counted more than once.

Mallor: Mages used to kill their own nazguls to "test their strength" (but of course in reality it was for the eq), BDA/RDA "train on trolls" (but it's really just for the XP), BDAs have been know to kill Bakaris, Angmars used to kill their own guild guards for clubs until that was changed. (I think?) Knights used to mercy goodies to rob them of the EQ (until that was changed), rangers brawl to rob people of EQ, etc, etc. In reality not many stay true to the RP in all situations, and EQ and XP is definitely more important for a lot of players. As always, the players themselves need to decide what's most important for them.
However, that is also the fault of us wizards. If we want people to RP, we should not put the best EQ for a guild on that guild's own NPCs and guards for example. That's puts players in a tough spot where they have to decide if they want to great EQ or stick to RP.
I've never had the feeling that there are more "goodie only" EQ though. To really know for sure someone would have to make a serious list for every weapon type. Right now we're all just guessing based on vague memories.:)
There's no doubt that evil players and guilds have access to more EQ though, since evils usually have no trouble killing NPCs of any align. While many goodies are much more heavily restricted. So yeah, I definitely think evils are better off in the eq hunt. And I wasn't trying to derail the topic, and I don't think we should get into some guild comparison in this thread. I was merely making a point that since evils have access to basically all grinding zones, while true goodies are restricted to about half (?), something similar most likely applies when it comes to bosses.
The FBB is only restricted based on RP, and there is plenty of EQ of both medium and high end quality that sit on NPCs that "belong" to one guild or the other, or is claimed or protected by a guild.
As for the Balrog, the topic was brought to the admin not long ago, but it was decided that killing the Balrog should be "for glory only". For the record, I voted for the [max level] weapons.:) However I can absolutely understand and accept the glory argument too.
