I do not agree with your assessment here.
Dual Wield sucking does not come from Shields being OP.
I do however agree with that shields need to be fixed.

I actually like two handed combat. As gladiator I have very high skill in it. One faint silvery imbue and it gets to sup. guru.

One of nice perks is putting 2 damage imbuements instead of one.

And I rarely use shield. Or MBB/red cleaver or 2 one handed axes.

Rune falcon/BSC combo. Only thing you'll need a shield for is the blood spewing from your target.
