A suggestion to get more(any) usage out of the <mercy> option:
If the game registers that there is a mortal level difference of 2 or more, when a player kills another player, it automatically switches the <mercy> option on, and results in a mercy "kill".
Now I am sure some PvP-loving myths will hate this, and someone will probably bring up Genesis equivalent of the "welfare queen" ie. "the verbal abusing novice"...But seriously let the Admin deal with verbal abusers if they ever actually appear, and the ones that like to kill people will just have to satisfy themselves knowing that they won the fight, but didn't get to inflict any more grief on their much smaller opponent.
Revisiting what happens at a mercy kill would also be in order, still.

I would like to see global mercy working.
Its not at the minute. I didn't kill someone to test it but have killed someone with it switched on.
Then leave it up to the players.
