My first answer would be - None.
But then Cherek would have a epileptic fit, so to spare him and pick a guild, I would say...
Secret Society of Uncle Trapspringer...And as a second choice the Neidar Clan.
Having a 1-race-only OCC is probably nice for the few members, but not necessary for the game as a whole, when we have the racial guilds available. Their essence could easily be rolled into a racial guild, or at most a layman guild.

My third choice would be Gladiators. The Gladiator guild has no in-game/lore based purpose. Being a slave penned up only to be let out into an arena once in a while for the amusement of the king, doesn't make any sense at all if you look at who you play Genesis, travelling all over the worlds and killing stuff and accumulate mountains of coins etc.

Now que a few (in)active dwarves, kenders and Gladiators that might still remain in the game, and are furious that anyone could even think of closing their guild :)

Whaaaat?! Bring back Khiraa without closing an existing guild are you mad?!?!?! :)

Anyway,

I would first of all merge the Dragonarmies. Or just delete one branch.

Then I agree that Neidars and SS would be first to go. However... on the other hand, since they have so few members having them around doesnt do much harm either. Since only kenders and dwarves can join, and they are so few, they only stretch out the population a little bit anyway.

But I dont know if I wanna close anything. Not opening new is the key I think. Closing will lead to much misery so I dont know if its worth it?

I have to agree with the opinions quoted above.

Even two or three more active members in a guild make a huge difference given the scarce current population game-wide.

OCC guilds should not be very race-restricted, it limits the game for too many players - though I personally see no big problem with race-specific LAY guilds. And the Dragonarmies are two guilds for one theme - I would not delete either, but probably better to make them closer-tied so that they are more like two branches of the same guild. It could be provided so that they are still competing branches if they want to roleplay it like that.

I don't think we need more guilds but could see a few guilds close down.
But when is a guild considered inactive, is it when you need more than 3 players active?
More or less?

I want the Druid Guild in Terel to finally be opened. (Yes, I realize this is a wild halucination that will never happen).
If something I wrote sounds confusing ... assume you misunderstood it.

1. To improve the gameplay, Impliment autosaving racks, block that blocks, and ability to save out 1 set of full armour and weapon so you can take a little shore leave and comeback and wheeeee :) I still have my scale and Hsc and my shield. Jolly good.

2. To improve the guilds. Make the Dragon armies under one roof, and make it up to the players to decide wich branch they want to be. make some special badge for their uniforms, keep their ranks.. but all wear the same uniform, just with a black, green blue, red, white shoulder badge on hes or her descrip. and leave the weapons as they are, blue branch swords, red branc poles, green branch axes or what they use..
Make the Gladiators have another weapon skill or two, and able to switch instant for say a prayer to Kalak, will drain life, but will give you a new guru skill.. something like that, or go pay brutus or the Mul to change skill. just not a copy paste of mercs. glads have more history than mercs and should be treaded accordingly.
Close the gates to Angmar, And impliment a diktator ship where one man/woman rules supreme.. Because ranks and size dosnt play together, been saying it before, No myth footman(besides Roleplayers) will take orders from a Veteran Lt.. expert, Rh.. ect. They need one leader, backed by a strong council, able to punich instant.
Calians.. Been saying it... been saying it for ten damned years ! ;) change that guild in to Riders of Rohan. Calians really have no use, if you fight solo Calian, proberly bigger than you, you would stand a good chance to come out ahead, basic cause they arent any good alone..Calians are a pack of wolves, working together, not solo ops. And the more calians the better, now thats a fine thought, but problem is there are none.. and those around are forced solo to take on AA/Mages/Mercs/Glads and Armies. They dont stand the distance. but if he was mounted, had a polearm and a sword, and some good rohirrim tactics it would improve the game. Also would make ME bit more interesting if playing AA or Mage.
Rangers, dont know much about them, but their brawl should have more counters, there is only a very very few and rare and not that good weapons to work against brawl. I know darkness and what not can be used too, but most gamers have a cure for darkness, either 10 lamps, herbs, or torches, they will break darkness
3. Remove the Free to join, join here, sign on here.. Let roleplay again have a vote on who gets in to the guilds... Now its just hey can i join, yep.. ok.. and your in.. Besides SU, SS, and MM.. people are wandering in and out of guilds.. Ahh okay Neidar is a shut community aswell. but let RP have a bigger say in the games desissions.. right now wars are started over msn, skype, icq and what not. all because you think someone is a XXXXXX (better mind my language here) but actuall ingame wars no.. its.. beep... yep.. wanna kill ect ect... yep.. and not a single word beeing spoken in game, just out of gaming MSN wars going on. and suddenly a player gets attacked by 2-3 players he havnt ever meet before of had any encounters with, but he perhaps killed some huger players second. and now he will pay.. and the huge immortal players are brought in to settle the score, and the guy that got killed will ofcourse not understand why.. thats a problem i see too. seconds getting avenged by their firsts.. But in all let role play have more saying in the game.
Anyways, thought i wanted to share some thoughts.

Back to my silence again.
