Ranger "outlaws" in Middle Earth are to restricted. And guess what if your evil aligned or undead the ranger/gondor NPC's automatically attack you instantly putting you on the outlaw list. Thornlin should not matter if you are a ranger outlaw its not the same guild
as long you don't KILL anything you don't become an outlaw afaik
wizards don't need to check the outlaw status neither

Sounds like outlaw, and any ranger can check the status. You can as well, try to enter RoG. Even if you had done the quest you couldn't enter as outlaw.

Most become outlaws due to the MM log quest.
So, if you did that one and didn't get a pardon, then there is your answer.

You need to be removed from outlaw list by a ranger..

there's a "pen" command in Bree PO for such things
not to mention Johnny sharing 2 guilds with one of active Rangers
