seriously, if they reset all their skulls... No one would ever play ogres, due to the insaine amount of skulls they need to get.. and if they leave, redo em again.. Nahhh.. You shouldnt care either.. wat you suggest would seriously spoil ogres.

Agreed,
Seems quite silly that someone would have to recollect the skulls again. What you do lose is skill levels, likely, as they would decay. You would lose any special ability that the ogres have and need to improve that as well. This is the same as if you buy your way out of Glads and if you leave mercs. If you complete the Merc guru quest you don't lose that if you happen to leave the guild...so seems odd to suggest that you should lose skull count.
I believe it would effectively ruin the guild.

Actually the penalty occurs upon joining

Depending on the penalty I think its a structural flaw tbh in both guilds if that is indeed true of the mercenaries.
You should have to retrain some of those for the guru quest.
Do you also start in the mercenaries with the guild stat that you left off with or do you have to kill to work that back up? (hopefully you've been in the guild more than once Aimee and know the answer as I don't.)

When you leave mercs, the adaptability & mercenary tactics skills are zeroed. If you rejoin, you'll have to train them back up from scratch. Not sure about the cost, but I'd guess a bit over a thousand pc:s (last step for mercenary tactics costs 23761 copper = ca 14 pc).
Skill trainers found for adaption are remembered, in case you join up again, so you don't have to revisit all trainers (I guess it wouldn't be any major problem to do so if you've found them before, except a bit annoying).
Don't know if guild stat resets.
Don't even know if guild stat affects anything.

Guild stat affects guild specials in evry guild, Afaik.
And guild stat doesn't save

So then it still begs the question why are there no drawbacks to rejoining ogres.

Why must there be drawbacks enough for
you to be satisfied?
Are guilds with crazy penalties for leaving, personally I don't think there should be any xp penalty but just skillwipes.
You want to hop about between mercs, ogres or glads you WILL run out of funds pretty fast. In ogres you have to
put in hours of non-xp play to just have decent skills and a whole lot more to get maxed skills. You can't cheat
that by dying and gain guildxp at turbospeed, instead if you try that trick you will just have a harder time getting
those precious skulls.
So what if you can rejoin ogres and train your skills to max, it's not like you can go there and join with sup guru club
and get to keep that level after joining. But you can do just that in other guilds!!! NERF!!!
Once again I wonder what you wish to achieve with these notes Zestana? Want all ogres to start over on 0 skulls
so you may have a chance to compete? Then I suggest you also start over in plain vanilla ogres like when I
joined and the best item you could get at the forge was iron bars.

Stupidly enough, I find myself agreeing with an ogre ...
