This reminds me of something I've read recently. Here's the interesting part:

It's trendy in some circles to speculate, regularly, about the imminent demise of VTES. Rest assured that this has been going on for a long time. VTES isn't going anywhere.

I've restarted my main a couple times since I started playing back in 94-95.
I also made an alt specifically to experience the "newbie land" and academics

However there is a reason I always go back to playing my "Main".
I play this game for nostalgia and socializing with long term friends.
If the game was restarted who knows who would keep their main characters

So a LOT of the nostalgia would be lost.
Sure none of my characters are exceptionally "high" level but it would still be annoying
to have to redo all my quests. some of which do not even exist anymore.

not to mention it would kinda piss off people who have been grinding for years.
if you want to encourage equal footing you could:

Remove non quest exp. that would bring people to reachable limits but not remove any of the irreplaceable quest exp or the characters/guild membership ect

you could add a battleground that puts everyone's level/stats at an equal point for people who wish to test raw skills.

You could just move everyone above "max" level down to the same starting point.

you could pull a WOW move and give the option to advance characters older than 100 days to myth

you could give new characters that start around anniversary a 30 day combat exp buff.

one issue I have with gen is after the fast paced newbie levels where your striving to get to the levels of joining guilds the leveling rate slows down quite a bit (due to taxes and the standard difficulty progression) especially for people used to the fast leveling pace of modern games and that can be discouraging. adding some intermediate levels around the levels around these points.

add a tool in the tower of realms that will suggest hunting grounds that would be about right for a person's current level. that would be exceptionally helpful for people afraid to accidently end up in a place above their level range. and help people that don't wish to be dragged around on teams all the time to advance at a more reliable level.
