Minor quest cleanup

Dear Donut Dwellers,
We are glad to inform you that some of the stuck quests (doable once a boot)
should now reset properly:
* Ribos Accusation (Terel)
* Steering Wheel (Calia)
* Hungry Hobbit (Shire)
* Pelargir Lighthouse (Gondor)
If you still encounter problems with these quests, or if you notice bugs in
other ones, please don't hesitate to contact AoP about these problems.
