Items on NPC's yet not on their corpses.

So I noticed this over the last couple days particularly with the shadow-elves of Avenir.
You don't see any vial to steal from the shrewd unpleasant male shadow-elf.
Fighting ensues
You are physically hurt and mentally in full vigour.
The merry sagacious female gnome is feeling very well.
The shrewd unpleasant male shadow-elf is in a very bad shape.
> You do not feel ready to mattack again.
> The shrewd unpleasant male shadow-elf drinks from a small vial.
You feel ready to use Mercenary tactics again!
You prepare to mattack.
> You are physically hurt and mentally in full vigour.
The merry sagacious female gnome is feeling very well.
The shrewd unpleasant male shadow-elf is very hurt.
More fighting ensues
This is the dead body of shrewd unpleasant male shadow-elf.
The corpse of a shrewd unpleasant male shadow-elf contains three silver coins,
two platinum coins, an elven chainmail shirt, an ornamental baldric, a pair of
moccasin boots, a short white cape, a purple leggings with a tiny codpiece, a
flawless antique dagger, a closed small leather pouch, a basket-hilt falchion
and an obsidian longsword.
Now my question is where did the vial he drank out of vanish to and where did it come from. It wasn't until after I had fought several of them that I tried stealing one and perhaps since my skills are only at superior laymen it did not register that he had a vial on him?

But another anomaly is their carlith (thin trailing vine) I tested that herb over a course of 50 consumptions and only once did it tick me from one level to the next. When the shadow-elves consume it they are given 2-3 levels of health sometimes. Are they using different herbs?

I suppose its a trivial matter but I am a big fan of consistency and logical reasoning. Logic dictates that if the shadow-elves can drink from vials, that they technically should be able to be stolen from them, or at least appear in their inventory as an empty vial or something. Same with the Carlith. While those do appear in their pouch contents it would be nice if there was consistency in regards to the level they healed people.

Steal command identifies if the item is there or not regardless of your skill.
Really one of the use abuseable feature.

In a case like this it is most likely an emote built into the npc.
Rather than an item in inventory with an associated effect.
