I don't understand this post. Twitter feed truth or lies? What does this have to do with a new imbuement?

Subject is misleading. Useful and rare does not equal new.

Yes, a very rare spawn occurred this army, creating a highly unbalanced item. No one found it yet. So I guess the twitter gods decided to tease the mortals about it. Who will be the lucky finder?

Talking about finding a needle (or whatever it is) in a haystack.

I am not certain how many npc's are in genesis, but the number is high.

Equally high is the probability that whoever finds it won't realize what they've got, and will junk it for stones at the Enchanter without realizing what they've passed over.

Update: Still no one has found it. 1 day 18 hours remain to try!

I suppose a reasonable hint at this point is one that people should be able to deduce on their own: It is obviously not in any of the usual grind zones.
