I haven't seen exotic and peculiar imbuements quite a lot time.
Have you seen any in a last week?

aye few in my pack, some on the AH (peculiar), exotic only few

Before the last armageddon i got an exotic and a peculiar daggers from goblins in gont, both with con imbuement.

At this moment, there are 3 exotic and 33 peculiar items in the game. Distribution = normal.

I think the gaming programmer term is "working as intended."
