The problem is that in the wizard community, there is no mechanism for

which guilds should be snarky and which ones should be promiscuous. Every
domain
and ultimately every wizard for him/herself has decided the policy of the
guild.
I think that Gorboth has a choice. Either he mandates a modification to every
guild,
requiring a mechanical way of joining it, or he creates a new mechanism for
coodination between the domains. The first alternative is simple and safe. The
second alternative is more risky, but also promises higher rewards in the form
of richer game play. The choice is not an easy one to make.
