Sanction cage

Heard a rumor there's a thief in Sanction with the ability to open the cage... Either I can't find him, or am not sure how to engage him to get the required item. Any hints?
No... no thief in Sanction can help you with unlocking the cage.
Although a thief (or kender) may be able to help you get what you need in Sanction to help improve your locksmithing skills.
