If my memory doesn't fail me, I don't think he's in actual Calathin city, no, more outside it. But a player who's been running around in Terel more recently than me can probably be more helpful.

The person you want is part of the caravan. They're in the forest somewhere along the path..

Is there an amount of armour u have to line for it to work?

You must, because I had a suit from Palanthas, and it kinda worked. I still got cold though, just a little slower.
