Rate of stat gain

Hi guys. After an intriguing disagreement on the nline, I have a question. Does, say, an elf up wis and int faster than a goblin?
I have mixed reports, some saying it's just a flat rate, and others say it's an increased rate of stat gain.

An elf will increase wis and int faster than a goblin, yes. That's the point of racial modifiers.

Okay, cool! And, if I were an ogre, would I up in str or all physicals?

Not sure about that one. I don't think being an ogre boosts how quick you gain a stat. Just adds to the stat you already have. Like a permanent +2 level buff. I think your base race would still take precedent. But I could be wrong, never been an ogre.

Ogres have the most intense stat mods in the game. It has nothing to do with your base race. They lose just about all of their int and wis, but gain massively in strength and con. They suffer a dexterity penalty, naturally.

I believe the crux of the matter is how are the racial modifiers applied.
Time for some vodoo figures to help explain.
For the sake of argument let's say all new souls have 20 for all stats.
Then U pick a gnome body,.
they get a "10" bonus to stat int
the confusion is do they get 10 points or 10 %
So flat way this new souled gnome gets 30 int 20+10
% way is 22 int 20+20*0.1
Now the gnome goes herbing killing and questing, focus set on even growth
to the point where his soul would have 200 points in all stats.
if modifiers are flat his body would have 210 int 200+10
If they are actually % based it would be 220 int 200+200*0.1
And the statement that gnome earn int 'faster' than humans would be true.
If flat saying gnome's get more int at the start but don't gain it faster would be true.
Personally since all races have noticable differences in starting stats I always guessed it was flat.

No, I don't want math, I just wanna know how it works. Is it a constant thing, or a one lump sum?

The game looks at what your stats would be if you were human, and then mutates them according to the race you are instead. It is not a lump sum.
