You can train all of the magic element skills in the Adventurer's Guilds around the donut (fire, water, air, earth, life, death). Magic form skills (conjuration, divination, abjuration, enchantment, transmutation, illusion) are not available (although you might find some conjuration or other form in Green Oaks academy and in other places, I don't remember).
