Would it be possible to remove the penalty to casting spells with shields when out of combat? I understand the intention and reasoning behind the change, but I guess it shouldn't give any meaningful benefit if the rule only applies when actual fighting is going on?

I must admit, I struggle a lot constantly juggling shields.
