A lamp-post has been put in place by the well in Sparkle as a pilot
project.  You can <refill> it with oil in the usual way. If it proves
popular, similar lamp-posts may be put in place throughout Sparkle
on a permanent basis.  Equally, there may be insufficient interest
to justify a wider program.
