Someone is leaving pouches on the floor of places where people are likely to be
taking herbs out of pouches, and putting them in again. The idea is to trick
you into putting your valuables into a container on the floor, rather than into
a container in your inventory. This is someone's mean-spirited way of trying to
get hold of what doesn't belong to them. Pay attention to your valuables, and
which containers you're putting them in.
