Tarax... I think you deleted some of the commands you tried before screaming.
-fill waterskin with water from river.

-dip waterskin in river.

-dip waterskin in river to fill it.

Stop reading my mind..
When you solve a syntax like that you should get some quest exps.
The "Fill what with what?" had me going down the wrong track completely..
