Close two, open one.
How about closing RDA down, aswell with POTS. One guild stands totally empty. the other is rarther unplayable from what the masses say.
So rid genesis of those two...Then perhaps Open Kiraa. ?
Just makes no sense with an empty dragon army and a unplayable guild.

RDA is empty, cause there's no Ilrahil in it
you can say the same about AA (occ), pirates (pretty awsome guild imo), SS (also pretty awsome guild imo) and even Calians recently

Agree with the RDA perhaps not close it but merge BDA and RDA if possible.

So... A guild with 1 member that never leaves guild halls is not really considered popular, Karpath.
IMO PoT has a wonderful RP potensial, but the lack of power in the guild, even at top level, and the rather heavy ladder to climb.
It does not tempt people at all.
Especially since the people that it tempts can go MM and get MUCH more power for the same effort.
As for SS and Calians.
Maybe make them layman options instead?

Why do people want to merge/close DAs all the time? It would make 0 sense from the fluff perspective. Why not just close the mercs so other OCC guilds can fill up again? Major decline in OCC guild population started around the time when Mercenaries were introduced (the old ones) and soared even further when new Mercs opened.
The best way to handle it would be closing Glads, giving mercs skills like that:
sword: superior master
axe: superior master
defence: confident veteran
parry: confident veteran
two handed combat: superior professional
appraise enemy: superior professional
mercenary tactics: superior guru
No adaptability. Tactics giving special and rescue-type ability.
This way it wouldn't be so tempting to join them and mercs would actually be that, professional fighters but not really superb. Right now, if they can run with 4 combat skills at superior guru it's pretty hard for other OCC guilds to compete with them. Not to mention the ability to choose whichever weapon and other skills. Perhaps if they couldn't go past superior master it would alleviate part of the problem, but as it stands I think they give too much without any real penalties (for leaving etc.). By downgrading them you would leave the choice open for people who really want freedom and at the same time making dedicated guilds that actually require some effort and dedication more appealing.
@ Alorrana: If closing PoT would affect only 1 or 2 people then where's the point? Let them rot there forever if that's what they wish as they don't influence the rest of the game in the slightest and if someone wants to join them and rot away too they have the chance.

There are tons of things wrong with the game, that have played a role in the decline, but the Mercenary guild? That must be far, far down the list.
Even now, the mercenaries have a ton of members, but very, very few active ones and even fewer at the higher mortal levels.

The game doesn't need less options, to be successful. It needs more to offer a potential player.
As you said yourself, why close down a guild, if there is only a few people in it?
And by the that logic, why close down a guild if there are many people in it?!
Because you want to force them into other guilds?
How is that going to lead to a happier, more active playerbase?

Yeah, I kinda contradicted myself there. Suddenly my brain-rails jumped to "if we would be closing anything" track 
And I don't want to close Mercs, just make such a generic guild less appealing than guilds requiring more dedication. If the most generic (by definition) guild offers you more bang for the buck, so to speak, than other guilds of this type you'll end up emptying them.

Yeah i agree with you here Rhaegar.. And this is pretty much where mercs are at now.

I agree that to visit all the trainers and gather all the required cash is time consuming. But by dedication I meant something completely different (as in dedicating yourself to certain cause which limits your possibilities --- willingly imposing penalties on yourself).
