I have had many times where I am extremely lucky at dodging a mob and not.

Why are there streaks in Genesis?

I ask because the streaks seem to imply we do not use an entropy based system of combat.

I am not sure but I am sure, streaks happen in Genesis. Very long ones sometimes.

Great when you are lucky But is it intended?

Definitely not intended or in any way fathomable. Dice are dice, and sometimes the dice are hot. Sometimes the dice are cold. Visit Vegas, and you'll be telling the same story.
