how does one become a different race that isn't listed?

how does one become a different race that isn't listed?
i want to know how does someone become a minotaur or a half elf or kender or hobgoblin how does one do this is a quest thing a guild thing or a alchemy thing,magic or what i want to know because i want to know if i need to avoid something.if it's voluntary then what are the stats of them races

Being transformed into one of the "sub races" is voluntary. For some of them you can visit the library in Palanthas to get more information. The stats of these sub races are the same as the "base race". For example, to become a hobgoblin you need to be a goblin first, and when you become one you still have the stats of a normal goblin, you just look different. To become a kender you need to first be a hobbit, and you keep hobbit stats if you become one. Although some sub races gets other perks, for example minotaurs are able wield some two handed weapons in just one hand.
There is however one sub race that completely transforms your stats. When you become an ogre you get a big boost to STR and CON, but lose a lot INT and WIS instead.
