I have a question concerning cleric guilds: are they for magic users?

Yes, in the eyes of the average player (me included) they are all "magic / caster" guilds.
Its a distinction only for the connoisseurs.

That the clerics get their wizz bang powers from a god or supreme being and the mages make their own.

I am really in need of some Dustwing. A certain quest requires some of it and normally I would not ask but all the herbal shops don't have it and I have searched for hours. Any help is appreciated.

That sounds like one of the ingredients needed for the forge in the Enchanter Saga quests. You can find it looking and searching around the Priest's chambers, if so.
