Evils don't whine, they point at broken stuff and evilly demand its' repair. Goodies whine even though their guilds make them fart gold.

You are making an assumption here about who worships whom. While the rest of Kalad likely accepts Thanar because he argues for Human rule over Kalad and that is certainly something they want, it doesn't mean they necessarily believe or practice all the tenants. That doesn't really add up anywhere...
From an external perspective, Thanarian priests do some evil things and hold some evil positions. They aren't SUPER evil, but they are evil.
I won't get into a philosophical debate about alignment, but I will say I think people get hung up on it too much. Perhaps alignment should be based on who kills the person and their reasons for it? Maybe a non-human killing a priest isn't a good or evil action? Maybe a human killing a priest who represents an evil deity is a good action, or maybe it's an evil one. Anyways, I've explained why Thanarian priests are evil (because they do things many would consider evil) while citizens are typcally not.
