Make more guilds free to join.
Will it encourage seconds and spys, sure maybe, but at least this way they will not waste "council" players time.
The removal of pressure on recruitment process, jumping straight to induction process.
Limit the abilities until accepted by the guild mates..
Or if no-one else active will get promotoed after a certain amount of played time..
Hopefully it will guarantee no guilds can fall inactive if characters want to join it.
Louie introduced this model into the Dragonarmies and I think it was a clever way to go and more should follow.

OF course limit the new members "access" to guild secrets/racks until they have proven themself.
