| For six years have the Clerics of the Spirit Circle of |
| Psuchae enjoyed the protection of the Nine in a treatise |
| designed to limit hositilites among the two factions. For |
| six years has the Tower removed itself of the dealings of |
| mortals outside Morgul holdings and also for six years has |
| the Nine been held to tolerate the mass slaughtering of |
| their minions in order to uphold the letters of the scroll |
| and maintain non-agression. |

| For six years has there been bickering, complaining and |
| finger pointing about who broke what piece of the treaty |
| causing weariness immeasuarable. A cordial warning was |
| given the last time words and meanings of the treaty were |
| carelessly bantered, a warning that has become prophecy. |
| In lieu of re-writing a damnable document that again ties |
| the hands of the Society and re-working lacking verbage |
| that was no doubt intended to be vague, I will not create |
| specific operational definitions. |

| Henceforth the "Decree Detailing the Cessation of |
| Hostilities" is null and void. I have burned it in a |
| ceremonial sacrifice. No longer shall the Clerics of the |
| Spirit Circle enjoy the leniency of the Nine. All of |
| the Spirit Circle is now beneath the notice of the Tower |
| of Minas Morgul and of the Nine. You believe you are |
| special, but you are rather quite ordinary and shall be |
| treated as such. |

| Be warned, transgressions against the minions of the East |
| will be dealt with as they always have, swiftly. |
