As far as I remember the code for Khiraa guild has gone along with the wizard responsible for it (it was later used in another MUD). There were some ideas of re-writing and re-opening it (since some bits and pieces are left) but it didn't get far.
The Khiraa doesn't use any of the standardised systems... it is code from the 90s. There is no way it would be anything less than a complete conceptual revision and recode.

Considering everything else that needs working on 'the Brass' have not the remotest plans of exploring a return of the Khiraa. And the Lich concept is going to be something that gets picked up in Gorboth's Necromancers... so there would be unnecessary conceptual overlap.
Well. The difference, I think, is that Raumdor is an empty, boring place, with zero guilds, and Ansalon has more than enough guilds. Conceptually, Raumdor's nameless horror and terrifying undead, evil corruption are (to me) far more interesting than a boring evil magic guild in Ansalon. We only have one undead guild so it isn't like it would over saturate the market to have two of them. Gorboth's creations are glacial to reach realisation... but they are never boring. And what I have seen of his necromancers is completely unique to anything in the game currently.
